Trying to spend $100/month

I'm trying to spend $100/month on this fuzzy idea for an online comic I'm beginning to solidify.
Here are the Primary Vibes I've got flushed out for the story:
  • Relic-Tech Cascaded with Neo-Tech
  • Primarily Black characters w/ a fraction of urban touch
  • Philosophical & Existential Crisis thriller
I want to spend the $100 on "bursts" of ideas. A poster like image of a few characters that have been thought out a little bit.
The more art pieces I collect throughout the months, the more I'll solidify the idea and produce the actual comic. 
I just want to have a slow start for now.

The work I need done is everything related to the visual of the "posters" I want to create. I'll collab with an artist and a few other individuals, and we'll throw some ideas around.

I plan to hatch a story out of this brain storm.

Could help with adding more info. Try adding these:
  • What work you want doing
  • Expand on ideas and include details
  • What you need it for
The post at the moment is a little confusing, try to make it much more user friendly

I had a conversation with someone yesterday over the phone. It was someone from a biology-hacking based forum.
They said they were interested in the idea and we laid out some ground work in our initial meeting.

I think what I'm requesting is pretty clear. I'm looking for people who have a passion about making a stempunk fantasy world.
Most of the characters aren't solid and a lot more need to be created.

I'm looking for illustrators and graphic artist to help with a promo graphic. I'll take that graphic and post it as the center piece to my website, where I will host a chat-app dedicated for ideas for the story.

Since you're looking at design around steam punk might I suggest the following:
Look for the following:
  • Sketch artists
  • Illustration designers
  • Photoshop ad designers.
Then work with these to create your own steam-punk characters through digitally sketched designs, and turn them into ads, or photo manipulate them into different scenes etc for your site. You can take the idea far and even do stories, games, web comics, etc.
