Requirements to be a middleman

So what's the deal with this middleman title?
Is it just like a moderator sort of thing?
I've never heard the term in relation to forums before is all.

The middle-man service requirements are pretty legit. Seems like nothing is harsh in my POV.

Yeah, me neither, though I haven't been on forums with marketplaces before.

Pardon, but what exactly does a middleman do here?

When you're about to pay somebody and you want to be sure you don't get scammed you use a middle man.
You send him the money and he holds it until you get the goods you've paid for. If you get what you paid for, he will send the money to the guy you bought from.

Also works if you sell things. You can hire a middle man that will let you know that the other person actually sent the money so you can send the 'goods'. If everything is fine and the customer gets what he paid for, the middle man will then give you the money.

That sounds needlessly complex.
Does Paypal and various other web based money moving sites not have structures in place to protect buyers and sellers?
Adding another unpredictable human element seems iffy to me.

True, but then again Paypal fucks it's customers in the **** like no tomorrow and the deal dispute can be 'cheated' pretty easily. 
Just by using a fake account in case a charge-back happens you can avoid losing your money.

Being watches closely is a given, but it might be hard for brand new people to get in to the swing of things and stick around if they aren't allowed to create new threads without permission.
They might just spam with useless posts in order to get to 50 to bypass that rule as well.
