Through Forum Promotions. The forum I was previously on had been without an active admin for years. We started a mini campaign to get them active for long enough to promote one of the moderators. We were successful. The new admin knew absolutely nothing about running or updating a forum and communicated with us just as much as the old admins, i.e., the people who came on once a year. So I and a couple of others gave up on the place, and I began scouring Forum Promotion, XenForo showcase, Google, etc. for anything resembling a suitable replacement. NF is the closest thing I've come across, and it's been enjoyable so far.
