You could start by turning all the graphics settings to low, then just go on YouTube and look at some tutorials. Also, if you're fps on CS:GO is 2 right from the start you're gonna need a better PC most likely.

Turn off all virusscanners that run in the background.Â
Graphics : Low
Shadows : Off
There are plenty of tutorials on youtube ;)

If your computer is "legit" giving you 2 fps there is nothing you can do lmao, stop playing on a computer and save money for a proper computer if you actually have a interest in playing.

Upgrade your ram, and then upgrade your graphics card. The game can only run as well as your PC will let it. No magic fix exists for hardware issues.
